Videotron Internet Speed

They advertise their High-Speed Internet service at 7 Mbps...But what exactly do you actually get? Well this web site lets you do a quick speed test of your service and it turns out that Videotron can only give me roughly 3.5 Mbps...This comes after they failed to upgrade our service properly...I wonder what else can they screw up now?
